02 · The problem

The deadline is visible.
The execution is fragmented.

NYC property teams do not lack alerts. They lack one accountable operating layer connecting public records, deadlines, independent professionals, documents, filings, and agency acknowledgement.

2026

LL87 filing cycle for covered buildings whose tax block number ends in 6.

Dec 31 2026

The Energy Efficiency Report is due by December 31 of the year the building is scheduled to file.

$3K / $5K

Civil penalty for failure to submit — $3,000 the first year, $5,000 for each additional year until the report is filed.

The alert is not the hard part. Getting the obligation to closure is.

03 · How it works

From address
to documented closure.

One controlled workflow connecting public records, your property, the independent professional, the filing, and the evidence.

01

Scan 01

Resolve the property identity, BBL, applicable public records, filing cohort, and current known filing state.

02

Verify 02

Check authoritative sources and determine whether the available records support a potential LL87 obligation or require human review.

03

Match 03

Identify independent licensed professionals whose credentials and scope fit the required work.

04

Engage 04

The property owner contracts directly with the professional. Scrutexity executes a separate orchestration agreement with the owner.

05

Track 05

Coordinate deadlines, administrative handoffs, required documents, owner actions, submission status, and correction loops.

06

Close 06

When the required evidence and agency acknowledgement exist, Scrutexity generates the closure record.

04 · The LL87 record

One obligation.
Every critical state.

Scrutexity treats LL87 as an executable workflow, not a reminder on a calendar.

05 · The execution layer

Professional work.
Independent judgment.
Scrutexity orchestration.

The licensed professional performs the regulated professional work. Scrutexity coordinates the operating process around it.

Separate engagements

The property owner contracts directly with the independent licensed professional. Scrutexity operates under its own separate orchestration agreement.

Controlled workflow

Deadlines, documents, administrative dependencies, owner actions, submission states, and follow-ups live in one traceable case.

Visible evidence

Every important state is backed by source records, timestamps, documents, and event history that the property team can inspect.

Scrutexity does not perform the engineering work. We make sure the execution around it does not disappear into email, spreadsheets, and institutional memory.

One obligation.
One coordinated process.
One documented record.

Resolve is Scrutexity's orchestration service for an LL87 matter. We coordinate the operating workflow while the property owner retains a direct relationship with the independent licensed professional performing regulated work.

Scrutexity is not an engineering or architecture firm.

The professional contracts directly with the property owner and bills the owner separately. Scrutexity charges a separate flat orchestration fee — never a percentage of the professional's fee.

Done isn't a status.
It's a record.

Scrutexity does not mark an obligation closed because someone says the work is finished. Closure is derived from the required evidence.

FAQ

Is Scrutexity an engineering firm?

No. Scrutexity provides regulatory workflow orchestration and software. Regulated professional work is performed by independent licensed professionals contracted directly by the property owner.

How do you determine whether LL87 may apply to my building?

Scrutexity resolves the property's identity and checks authoritative public sources, including the applicable Covered Buildings List and related DOB records. Public Scan results are qualified because public records can be incomplete or delayed.

What happens when I click Resolve?

A Resolve case is created. Scrutexity verifies the available property information, coordinates matching with an eligible independent professional, tracks administrative milestones and required evidence, and follows the case through the recorded agency state.

What does "Verified Closed" mean?

It means Scrutexity's closure conditions have been satisfied by the required evidence in the case record. It is an evidence state, not a substitute for legal advice or professional engineering judgment.

Who pays the professional?

The property owner contracts with and pays the independent professional directly. Scrutexity bills separately for orchestration.

Can Scrutexity guarantee that my building is compliant?

No. Scrutexity coordinates and documents regulatory execution based on authoritative records and the evidence available to the case. It does not provide legal advice or replace required professional judgment.
